Sara L. Johnson, Founder and Principal

Sara Johnson is the founder of Frances Strategies, a mission-driven firm that provides strategy consulting to federal and state government agencies, foundations, and other organizations in the workforce data ecosystem. Frances Strategies helps organizational leaders and executives develop strategy, measure what matters, leverage diverse data sources, and build capacity for data-informed decision-making – all with the greater purpose of unlocking opportunity and improving workers’ lives.

Before launching Frances Strategies, Sara drove innovation within the United States Department of Labor by operationalizing strategic, data-informed enforcement in the Wage and Hour Division and building new data analytics and data governance capacity in the Employment and Training Administration. Sara’s 20-year public service career includes an executive strategy role at a data policy non-profit and appellate litigation to advance multiple labor and employment programs. She frequently speaks about the intersection of workforce, data, and technology, and has appeared before the National Association of Workforce Boards, the federal government chapter of Women in Data, Web3ID Forum, and others. Sara is also a member of Chief, a membership network for senior executive women.

Sara holds a JD from New York University of Law, where she was a Root Tilden Kern Scholar, and an AB from Duke University.
